Jersey has very strict housing laws which spell out who can rent/buy property and who can live in it.

The housing laws restrict the type of properties people can rent or buy depending on whether they have housing qualifications or not.

Having qualificiations may allow you to rent or buy any property or can limit what you can rent/buy to certain types of property.

People who do not have qualifications may only live in properties as lodgers, and cannot have leases, only licences.
